Effective July 1, 2026, administration of the Oregon Volunteers in Disaster (ORVID) system will transition from OregonServes to the Oregon Department of Emergency Management (OEM) in accordance with HB 4033. 

This transition aligns ORVID with Oregon's statewide emergency management system and will help strengthen coordination, support, efficiency, and long-term sustainability of disaster volunteer management efforts. Integrating ORVID within OEM creates opportunities for greater connection to emergency preparedness, response, and recovery activities across the state. 

For ORVID users, this transition is expected to have minimal impact. Existing accounts, volunteer opportunities, and system functionality will remain available.

What is changing? 

Beginning July 1, 2026, OEM will assume responsibility for administration and support of the ORVID system. 

How does this affect me? 

For most users (volunteers and volunteer managers), nothing will change. You can continue using ORVID as you do today. 

Do I need to create a new account? 

No. Existing accounts will remain active. 

Will my information and records remain available? 

Yes. Existing ORVID accounts and data will remain available. Volunteers will continue to have access to their profiles and volunteer history, and organizations will continue to have access to their organization information, volunteer opportunities, and volunteer management records.   

Will volunteer opportunities still be posted in ORVID? 

Yes. Volunteer organizations and opportunities will continue to be available through the system.

Why is ORVID moving to OEM? 

As ORVID has grown, so has the need for dedicated operational support and long-term investment. OregonServes has successfully developed and managed ORVID for many years; however, with limited staffing and resources available to support ongoing administration and expansion of the system, transitioning ORVID to OEM helps ensure it has the capacity, support, and organizational alignment needed for long-term sustainability. As Oregon's lead emergency management agency, OEM is well positioned to administer ORVID and integrate it into statewide preparedness, response, and recovery efforts.    

Will OregonServes still be involved in response and recovery efforts? 

OregonServes remains responsible for coordinating national service resources and will continue to be a partner in Oregon's emergency management framework. OregonServes will continue collaborating with OEM and other partners to support disaster preparedness, response, recovery, mitigation, and community resilience efforts across the state, as resources and capacity allows.
